The City of Birmingham is seeking proposals from qualified firms, organizations, or independent contractors to serve as the Workforce Development Technical Assistance Contractor for Reinvest Birmingham.

The selected contractor will strengthen the capacity of Reinvest Birmingham’s workforce training partners by providing technical assistance, professional development, coaching, and operational support to career coaches, case managers, workforce navigators, and other frontline workforce staff.

Position Title: Reinvest Admissions & Partnership Coordinator

Reports To: Reinvest Plan Officer (RPO)

Type: In Office/Hybrid | Contract Role – approximately 40 hours per week

Contract Amount: $75,000 annually

Term: Grant Performance Period: Start Date – October 31, 2029

Anticipated Start Date: October 2026

The Reinvest Admissions & Partnership Coordinator serves as the primary coordinator for participant entry into Birmingham’s workforce ecosystem.

Working in close partnership with the Reinvest Workforce Program Manager, this role focuses on strengthening admissions processes, referral coordination, wraparound resource navigation, and partnerships among workforce training providers. The Coalition Career Navigator works with the Workforce team, in alignment with coalition partners to improve coordination and remove systemic barriers while allowing training providers to remain the primary source of participant coaching and case management.

While not responsible for overall workforce strategy, this role provides specialized programmatic and coordination expertise critical to maintaining program integrity, workforce support, and cross-functional alignment.

The Reinvest Employer Partnership & Placement Navigator serves as the primary coordinator for participant transition from workforce training into quality employment.

Working closely with the Reinvest Employment Relations Coordinator, this role strengthens employer relationships across the coalition, supports job placement efforts, coordinates employment opportunities, and improves communication between workforce training providers and employer partners. Training providers remain responsible for participant coaching and placement preparation while the Reinvest Employer Partnership & Placement Navigator expands access to employment opportunities throughout Birmingham.

While not responsible for overall employment strategy, this role provides specialized employment engagement and labor market expertise critical to maintaining placement integrity, workforce support, and cross-functional alignment.
